I have Created a Sample Student Information System using C# and ASP.NET.
Administrative side is running on windows and Student portal is running on WEB.
I have uploaded a User manual for the system. If you are Interested in this program let me know. I hope to sell it for very cheap. And if you need any modifications in the system. I can do changes in the system and also I can add functions according to you requirements (It will cost, But cheap)

Windows 7 or higher
.Net framework 4.5 or higher
Ram - 2GB or higher
A Windows server (or a machine that can run the website and the sql server)
